Amy Wold, of the Baton Rouge Advocate, has written an instructive piece that explains the context for the Dutch Dialogue 3 conference. She writes,
Within the Dutch system, the flood prevention gates provide 1-in-100-year protection and levees provide a 1-in-70-year protection, Waggonner said. The rest of the protection comes from how they handle water inside the system instead of just keeping it out, he said.
“It’s a long-term way of thinking,” he said.
To accomplish that goal, however, means introducing more water to areas inside the protection system instead of the current focus of getting water out, which could be tough in an area that was devastated by water during Hurricane Katrina, Waggonner said.
“How do you get people who are afraid of water to accept more water?” he asked.
That’s one of the goals of the Dutch Dialogues, to design these kinds of systems so people can see how internal water systems can work, Waggonner said.
